Yes. It's very annoying. Apparently it is a malicious javascript that produces a bogus pop-up that won't let you close the window or quit your browser. The solutions to the problem will vary depending on your OS and the kind of browser you use but it isn't anything to freak out about.

It sounds like a XSS(Cross-site scripting) attack, The site itself will be dodgy. It should be fine. Any issues, put your phone in safe mode and delete any recent apps

Its happened to me before as well.
Keep in mind a few things:
1. Those messages are meant to scare you, typically into downloading something namely a Trojan
2. If you are ever caught doing something truly illegal its unlikely the government organization will forewarn you.
3. Immediately (or after you get off) update your anti virus and run a scan, its very possible malware was installed. (When you load a webpage your downloading data into your RAM keyword here "downloading" its possible this data when ran causes a download in the background to the hard drive or the act of running the code itself transfers data to the hard drive) then you get malware. Also its possible to have things installed into your browser, if you are having issues after these events IE the message even after you restart the browser try running the browser with ought add ons or in the browsers version of safe mode.

Ugh. I've had that happen a few times... not that type of warning but tenacious popups that you can't seemingly get out of without clicking on them. It's infuriating.

If it was just that and you didn't download/run anything, you're probably fine. I'd also recommend the virus/malware scan. This one has a free version still, I think: https://www.malwarebytes.org/
