I have no idea. I would not be surprised. There was once a coffee table book I came across that was composed entirely of absurd laws from around the country.

Well Inchante I found that very funny, but I'm upset for all those Dutchmen...! Sadly black people can come across so defensive without watching the whole story...

It is always a good thing to get the whole story before making a decision about it, that goes for every situation. I think the title was meant to be provocative. But once you read/listen to it you realize the story is poking fun at a Dutch Holiday and American gun laws, not black people.

A zebra is born.
He sees white horses run by,
and he sees black horses run by.
He looks at himself,
he asks his mother,
"Mom, am I a white horse with black stripes, or a black horse with white stripes?"
She doesn't know, and tells him to ask his father.
"Dad, am I a white horse with black stripes, or a black horse with white stripes?"
He doesn't know, and tells him to ask the zebra leader.
"Dear leader, am I a white horse with black stripes, or a black horse with white stripes?"
The leader doesn't know.
He goes his whole life asking various people the same question,
and nobody seems to know the answer.
The zebra eventually grows old and dies,
and he meets Peter at the Pearly Gates.
The zebra asks Peter,
"Saint Peter, am I a white horse with black stripes, or a black horse with white stripes?"
Peter says, "I have no idea, but you can definitely ask God"
Peter opens the gates and lets the zebra inside.
The zebra slowly goes up to God and asks him,
"God, am I a white horse with black stripes, or a black horse with white stripes?"
God thought about the question for a minute,
and then he finally responded.

"Son....you are what you are."

Satisfied with the answer, he exits the Pearly Gates.
Peter asks the zebra, "So, did God give you the answer to your question?"
The zebra responds, "Yes, he did."
"Well, what did he say"
"He told me I am a white horse with black stripes."
"Why a white horse with black stripes?"
"Well, if I was a black horse with white stripes God would have said,
"You is what you is"
