Hmmm...if I saw a sign saying Gays are Welcome Here in any capacity I would assume they weren't because if they have to make a sign in the first place..there must be a problem...

The sign is in Colorado Springs (just outside the Black Sheep, oddly enough) - a city that some here in Colorado derogatorily call "Christian Springs", as that's where Focus On The Family and other anti-gay groups are located. I know what it's MEANT to say - "we're in the process of going from non-acceptance to acceptance" - but it's not a very good way of going about it.
