The Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act, another bill introduced in the 111th Congress.

Will this act also help in stopping these attacks?

I hope so, the law would add Sexual Orientation and Sexual Identity to the list of Federal protection, so attacks like the one in Queens would be classified a hate crime, which is treated more seriously and carries a heavier sentence than just an assault charge. So that would act a some sort of deterrent.
