The aspect that interests us, elections, is still not comparable. France elects its president by popular vote, with a run off when there is no majority.
To clarify,
the French elect the president by universal suffrage. In Italy the president gets elected by the parliament, and the same goes for most of the EU, as far as I know. In the EU, presidents are not that powerful. It's the Prime Minister (and other ministers) and the parties. It's why Angela Merkel is more important that Joachim Gauck.
Even so, the Prime Minister depends on the political parties, and the PM can be ousted under vote of no confidence (has been done in the EU).
That's the quick sum-up.
EU and US are incomparable mostly, in my opinion.
