Any Architecture/History Buffs That Might Help Me?

Based on the picture provided and quick research I've done the architecture is that of the neo-Georgian/neo-federal style. At the same time of the building the neo-medieval style was also being done by Slee and Bryson. Based on my educated guess the crest you see is perhaps the medieval style being worked in some sort of fashion into the Georgian/federal style of those buildings. Either that or it's some sort of marker left behind by Slee and Bryson.
