All great points regarding the move, and I still encourage you to apply. If you get a job offer, you are not obligated to take it. They will at least give you a little bit of time to consider. You can use that time to have a talk with your parents, sister, etc., to figure out how to swing it. If this were in the for-profit world, there may even be moving expense reimbursement (and moving for a job is a tax deduction BTW.)
Moving is not just a financial consideration. It is also a quality of life consideration. Getting a little more in debt for a needed life change is in essence investing in yourself.
A cat should be little barrier in finding a rental. Would you be making any more salary in the new position?
