Queensland mother says her gay teen son was bullied to death

Ok so are Victoria and Queensland basically like U.S. States I dont know if your are familiar with our system of states? Im not sure what you call them.

Does this mean that one state can implement anti bullying measures and another state isnt required by law to do the same?

Are there gay friendly states that are more progressive? ( Example I would rather be gay in Vermont rather than Alabama because one is more conservative than the other)

Im not blaming the victim, I just dont understand why its like this is it just the Christian right, what the fuck kind of Christians are they anyway? Im a Christian and Im very conservative and I dont think its ok to murder people.
