Had a similar problem, because most of my friends are straight, some even a bit homophobic, finding a partner seemed impossible. Also envied all the couples around me. Was wondering if something was wrong with me, because it seemed to work for everyone else. Well, it finally worked for me and i found someone i love very much at the "old" age of 21.
You could try to find some gay friends online, even if not for a relationship. They might introduce you to some of their gay friends who might introduce you to.... and so on.
Might also find a partner straight away. Look for someone who doesn't talk about sex at first, because it might be the only thing you will ever get from him. Not like its a thing to shy away from(well, when you finally are 18).
The key here is to do something about it. Such things don't happen auto-magically very often, especially if you are shy(like me).
Wouldn't recommend going to gay bars or events, if you are looking for a caring partner. They are mostly good for only getting laid.
