Because there is a diagonal involved, this trick is possible. Each time that he slides the larger pieces up along the diagonal, he is altering the size of the rectangle by small increments. Although he counts to seven horizontally, he appears to count to 9 vertically. Yet if you look closely, the diagonal break actually adds more than 9 tiles to the vertical columns on both sides. But the mind plays tricks on you because it wants to see only whole tiles. By sliding along the diagonal, he is able to remove the extra tiles as individual pieces, until the size of the whole is actually 7x9. He then simply reverses the process.

If you freeze the video at about 2.29 and look at the diagonal you'll get some confirmation of this. The trick would never work if viewed from above.

That said, there's nothing more honest than to say, "here's a trick, I'm going to deceive you" and then going ahead and doing just that.
