I think that you won't feel romantic in any city if you are there alone and unhappy. And if you are with the right person, any town can be romantic.
I like the Old Town part of my city - on a summer evening, or in winter when everything is covered by snow. They say Venice or Florence, Italy, are romantic, but I think that without you being in the "special" mood, they would be "just" nice towns, but not romantic.

Any city, town, village, farm, grassy field, anywhere can be romantic, so long as you have a nice man next to you to share it with.
