Yes,its my own machine Smurls.I recently installed a Nokia PC Suite so there aren't any restrictions on installing like you get at work.I already tried adding another admin user account but I still have the same problems.

That's well strange! All I'd suggest is back up all your sh!t and then do a fresh install if you still got the cds... but I guess that's not really gonna guarantee it to work. Very weird.

Right click your desktop. Select new shortcut and then type

services.msc

Press next and finish and then double click the new shortcut you just made. Did that work?

If yes then scroll down to 'System Restore Process' what does it say as start up type when you right click it and go to properties?

The response is still the same Prince.I ran a complete system virus scan and found the following files : user32.dll Result : change Path : C:\WINDOWS\system32\user32.dll AND shell32.dll Result : Change Path : C:\WINDOWS\system32\shell32.dll AND ntoskrnl.exe Result : Change Path : C:\WINDOWS\system32\ntoskrnl.exe.For some reason AVG Anti-Virus can't remove them.

That is weird and is an error message I have never come across. I would take the advice of others here and use brute force, back up everything and do a clean windows install.
