Looks like to me, a piece of newspaper or plastic blowing in the wind, or possibly a hot air balloon rising or landing. IF this was a person, then it looks like one of those Hazmat suits.

MY questions are:

WHY cant we see the WHOLE photo?
WHAT was going on, on the otherside of that hill?
If "men in black" DID show up, what did they want?
Did these people actually SEE this object, person, or thing?


Too many questions not answered, to even begin to think this is something "extraterrestrial" or "alien".
