I really don't think education would help. The Testosterone driven guys has no one to put on the breaks from having sex with multiple partners, unlike the hard to get straight women.

Actually, to be precise about what the article actually says-

The headline:
Study: HIV Rates Are Dropping Tremendously, Except Among Young Gay Men

The statistic from the article:
"Gay and bi men aged 13-24, however, saw their diagnosis rate rise from about 3,000 to about 7,000."

And from the article that was the source for the linked article above it says:
