Try holding down the Windows key along with 'R' to bring up a run box and type in...
iexplore [Enter]
If it works then just delete your old desktop shortcut and create a new one to iexplore!
If it doesn't work then something has got corrupted with Winduz. In Windows 8.1 (as the guys suggested) under Control Panel - 'Programs and Features' - 'Turn Windows features on or off' you can untick IE 11 to uninstall it... try a reboot and then tick it again to reinstall it!
