hahaha There is so much wrong with this from the fact that you cannot easily store solar energy to work at night, hence every town will spend that much more in electricity; to the fact that if you lay a solar panel flat it will only gather about 20-30% of the energy that it could dependent on the sun. I didn't even mention the amount of power to melt the ice as when there is snow on the road, there is rarely sun out that solar panels can absorb to gain that much power, especially since the panels themselves are covered with the snow.
