Simply put it I see the State is weak has no control over what its bureacurats do.

Now, a super-cycle of prime matter exports mostly driven by super hungry China has ended. Economically that is also a stab in an already troubled continent in commodity-dependent economies.

But people will be fooling themselves if they think this kind of problems are Limited of Nigeria or Africa.

Corruption in various and more subtle forms is unavoidable in any country.

Yeah, but 24,000 costing the State $8,000,000 a month?! And that's just one aspect of the corruption in Nigeria. And Nigeria doesn't even make it to the top ten most corrupt countries in Africa:

That's what's on paper. I'd say the money that goes below the radar is more and not limited to African countries.

No, of course it isn't but it does seem that most African countries are rife with corruption and they are the countries that can least afford it.

Yes, what you just said in these first lines is crucial.

Although that is also related to the lack of redistributive policies that plagues a lot of countries worldwide and it's particularly vicious in developing and underdeveloped countries.

Nigeria has plenty of revenue from oil exports (well, maybe not so much now that the prices are low) and for all those revenues it's people are still quite poor. Clearly something happens in the upper levels of the administration and this article right now that you gave in your OP goes to show just what kind of things are happening.

A step in the right direction, at least, in this becoming public and being adressed.
