I wonder what kind of legislation is in place in no man's land. Who is to be held accountable? How do you force someone to be responsible about the things they throw in space?

Part of the environmentalist movement should also take into account pressuring "space nations" to be responsible about proper disposal of objects thrown into space when their life span is done .
