I'm not entirely sure how Manchester's Lord Mayor is elected(though the London Lord Mayor is elected via a pretty arcane process).

I believe Manchester is to have a popular vote elected Mayor position introduced sometime over the next five years.
Andy Burnham, confirmed he is going to stand for the position the other day.
