Depends on the reason why he did it. It's very important why someone does something so horrible. If he was defending himself or his loved ones, I would be fine with it. If he did it just because he had nothing else to do, that's a dealbreaker for sure. But I wouldn't report him to the police either.

What would you do if you were sunbathing in your backyard and noticed your neighbor secretly watching you through the gap in their fence?

I would tell them I see them and call them out. I wouldn't be mean about it, but I would want them to know I've seen them.

I already know they are. I hide things from them, and when my shit goes missing, I know it's them but there isn't much I can do. Sometimes, if a cousin steals from me, I might be able to get the aunt/uncle who's their parents to reimburse me. Now, my aunts and uncles who steal from me on the other hand . . . ahem.
