On the face of it that might seem so bad if they truly mean on any basis. However,

The UN is an ineffectual castrated institution anyway. It's a joke, and always has been a joke, all it does is serve to lend a false legitimacy to the actions of powerful and rich countries.

How is the UN supposed to defend liberties when countries like China and Russia sit on the security council. Not to mention France's involvement with arms dealing in Africa or America acting unilaterally no matter what the UN says while using it to block actions by other countries.

Even if they did pass a better resolution, would it actually change things in the real world.
