The risk for HIV transmission is much lower than anal sex, but it's still there, especially if you have a cut in your mouth or bleeding gums. Being on the receiving end is pretty much safe when it comes to HIV, unless someone's bleeding all over you, and that's not really my thing.
The major risks are herpes and HPV transmission, but neither are going to really ruin your life, some increased risk of cancer and oral herpes can certainly be unpleasant. That's up to the individual to decide if they want to risk.
Oral chlamydia and gonorrhea are treatable with antibiotics, and Hepatitis B can be prevented by vaccine.
As to the main thread topic, I would rather they do it outside of my mouth (and preferably not on my face)
