I think this is brilliant! In an ideal world, we could just teach people not to rape in the first place, but we certainly don't live in that ideal world. It's also bullshit to tell women just "not to dress slutty" or to "not put themselves in that situation" or whatever.
I've also personally seen just how successful anti-rape education can be. In the USA military, there's mandatory and periodical education about it. Even with that, rape happens all over the place within the military. Life outside of the military is just that much worse because people get away with it more. It's disgusting.
This may not be the perfect solution, and it shouldn't be needed, but at least it gives women more options without making a major sacrifice in the way they live their lives. Nobody should have to live in fear of being raped just for participating in public life.
