If all of the physical stuff is failing then its in his head.
That cannot be addressed via you, that he will have to make his own membership and ask us and we can talk to him - maybe PM's to get an idea as no doubt he ain't gonna wanna talk publicly about this little issue.
Or he can find a therapist. He need to talk this out with a third party who won't come off as judgmental about his manhood.
