Teehee, I know, local variants of everything are always a nightmare.
But, at least here the word has a more standard meaning: Usually someone who's underage or teenager or even just someone who's younger than you by at least a few years.
It can also be used with a slightly dismissive meaning when you refer to a youngster who's being annoying or missbehaving or is plain immature.
You can also use it to refer to an adult who's acting like a child, immature.
More often than not, in Chile you use it to refer to any son of a gun who's younger than you. Depending on the tone and expression it can be used to refer to someone who's annoying you.
In other places like México, the term is outright derogatory.
