he has joked about making out with guys before. Maybe he is testing me to see if i am open to a relationship with him...... like when he ran his finger down the hair on my arm.

Both of those - especially the second one just doesn't seem like something a straight guy would do... I'm not the best to give advice on this since I have zero experance ... but it really just seems like he's trying to flirt/show interest in you
I don't know what the real result would be but for some reason I picture in my mind if someone were to run their finger through the hair on my arm like that ... It'd kinda send almost like an electricity type feeling through that arm & into me (don't know why my brain pictures (& almost feel) that, but it does LOL)

I don't know how to go about it but maybe you should try to get together with him where you'd be alone - maybe you could rent a DVD and watch it at your place or his? Then you could maybe just sit together on the couch & talk after watching it..
