It refers to a quote by Pontius Pilate in the Bible, when Pilate said "What is truth" and left before receiving an answer. "Quid est veritas" being Latin for "What is truth?" The answer, "Est vir qui adest," is Latin for "It is the man who is present." If you may have noticed, in Latin the answer is an anagram for the question, which is likely why Pilate left before expecting a response.
