Well, though rarely if ever enforced, any sexual position except missionary is illegal in Washington, DC, and in 18 states, oral sex is illegal, so technically he did in fact break sexual laws.

Sodomy is also illegal in several stated, again rarely enforced, but if someone makes the accusation and presses the charge of that law being broken, the law will take it's course.

Megan's Law which addresses sex offenders and child molesters was signed by President Clinton on May 17, 1996. Megan's Law was much needed, despite Washington State's 1990 Community Protection Act which included America's first law authorizing public notification when dangerous sex offenders are released into the Community. It was the brutal 1994 rape and murder of seven-year-old Megan Kanka by a previously Registered Sex Offenders that prompted the public demand for broad based community notification.

And IIRC, what Clinton & Lewinsky did was unethical, not a sex crime, and what Clinton was mainly impeached for was lying to the American people (as if politicians did anything else, as the joke goes, "When you can tell a politician is lying? His lips are moving"). Of course he did worse things than that on a global scale (interesting enough, in many Eastern Orthodox countries, it's Clinton known as "the Butcher of the Balklands" rather than Milosevic) and also to other women (a friend of mine and rape crisis counselor, yet also a guy who has a very hard time seeing Democrats in a bad light, is convinced he's guilty of raping Broaddrick, for example), though he was never convicted of any of it so he wouldn't be a registered sex offender. For that you actually have to be convicted of a sex crime.
