My knowledge of francophone culture as a whole is horriffically sketchy, considering i learned the language for however long it was... It IS my dud language though...

Anyone who's learnt to write and write with an ink pen will have known that very famous nib make called "Sergent Major"... hence the link between Sargeant and the nibs. We were all taught to use ink pens in primary school using real ink and those nibs. But I doubt that they do it this way in primary schools today. The trade mark remains totally linked to the old teachings of l'Ecole de la République.
