I don't see why it's not legal everywhere.

Apparently, independently owned dispensaries can't have other consumables or consumption of sold products on site. I'm not sure a cafe would be feasible...:/

Because marijuana was associated with racial minorities while beer & tobacco weren't. Throw in Anslinger's political ambitions at the time with a healthy mixture of American puritanism (that was successfully spread to other countries, though Anslinger was perhaps the biggest reason for that), and propaganda associating it with Communism during the Cold War (though I believe the Communists associated drugs with unbridled capitalism), and that was that. Since then it's become a monster that got away from its handlers and now nobody really knows why they still do it, it's just one of those things that's done because that's all most people know these days. It's a fascinating history but I haven't read any books (or saw a really good documentary called Grass) in so many years that the details escape me.

I've noticed that most who really want marijuana kept illegal believe the ridiculous propaganda that I was able to see through back in high school about it leading in virtually all cases to meth & heroin (they'll point out that many who turned to harder drugs started with pot, but ignore that most pot smokers don't do that, and will also ignore that most of those same addicts started with alcohol before pot which would make beer the gateway drug), violence & crime under the influence, and the like. And then some people really get upset that somewhere someone is having a good time (seriously, this really bothers some people, and given a choice they'll stomp out someone's fun rather than someone's suffering).
