Spen I think you have hit the nail on the head regards cultural differences.
It seem's in the UK at least, gun crime is carried out more and more by African and Afghan/Iraqi migrants.
In these cultures.. they settle differences with gun's.. they seem to forget when they arrive in countries like England, they agree to behave by our laws and culture.
Judging by what I see on the news, there are similar problem's in America, and increasingly Australia also.

If you read my post, you will see I never once mentioned American school shootings.

The whole thing is getting out of hand , it's so very sad and tragic.
My heart breaks for those left behind.
Changes need to be made, tighten the gun laws register every gun owner.
Mental health laws need to communicate with gun sellers ,psychological testing before they can apply for a license for a gun , make the cool off period longer.
You know what? I could rant and rave about this for ever, there is only one problem with it all .
Unfortunately if someone is fixed on killing someone they will do it , if not with a gun then with a bomb, or a knife or with contaminated blood , gas, it might take them longer that's fair enough, but they will still kill, gun or no gun.
Security needs to be tightened on the black market , stop the illegal gun traffickers.
These criminals are making a small fortune by selling illegal guns to people that would never pass a psychiatric evaluation to own a gun.
So where does it all end , ban the guns and criminals are better armed than the police.
Change the Second Amendment in the U.S for the right to bear arms and the vigilantes will be better armed.
You cannot have the right to bare arms without consequences ,just like you cannot change this amendment without infringing on the freedom and rights of every responsible gun owner.
I say tighten security around the schools , heck apply the same security there as you do at an airport.
Ah but then the tax payers will have to pay more taxes and so on and so forth.
We can point fingers all day , I blame the shooter.

The NRA seems pretty screwed up to me. I love how they are now trying to blame video games for shootings rather than guns. Well guess what, every other developed Western country in the world plays heaps of video games, but don't have mass shootings nearly every year like America does. Games don't cause shootings, not having decent gun laws does.
