Regardless of the Queen's personal beliefs, she is ONLY a governmental figurehead. She has no actual power in the government to change laws.
She has the power to solicit changes to the actual people in power, for whatever laws she might think need reforming, but she has no control over what actually happens to that law....IF anything.
Once this ammendment to British law is established, it might be the best that she could have hoped to get out of the situation. Even the Queen has to take it "one step at a time". Today , a couple of notations....next year, a couple of sentences.......the year after that, a couple of paragraphs......etc...
Just as Princess Di knew she couldnt change law, she realized popularity could benefit her greatly...and thats why she travelled the globe, changing minds...which in effect COULD change laws.
Unfortunately for the Queen, she is too old now to do anything like that. Aside from the fact that I dont think she ever realized what Princess Di did....that popularity is a powerful force.
I would give the Queen "props" for even attempting to get this written into the laws.
