Yeah that's exactly the problem he told me. And I think Shiner's probably right, because there are two different referees and the other, community reference is probably the one they want to do that.
Arkansota, it's a specific private scholarship for a minority group. It's the same principle as proving which iwi you come from if I were doing a Maori scholarship, just more difficult. It's not a red flag, it's perfectly reasonable. If they wanted proof of your financial situation you'd give it to them too. I just don't know what to put for me o_o because I literally have not had anything to do with the gay community in Auckland.
There are a lot of scholarships based on ethnicity, etc. Even one that was specifically for descendants of war veterans who fought in Korea.
