There are countless ways to achieve what your looking for.
For example, there is a duel purpose wifi router, that no only connects to regular wired broadband, but you can also plug in a regular USB 3/4G modem which you can also then share via wifi or ethernet.
This is a model I used successfully in Africa for two years, where wired broadband service was prone to lots of interruptions.
