20 BILLION in oil revenue in Nigeria is "missing"

So many African countries seem to be riddles with corruption and this is just one example:

If the disappearance of $20 billion were not enough, now news comes out of Nigeria that 16 people were killed in stampedes looking for work. 500,000 people tried to apply for 5,000 jobs and the article mentions that each person had to pay $6 to make the application. Why would you have to pay to apply for a job and where did the money ($3,000,000) go? Will African countries ever overcome the inherent corruption that exists?
