I don't think so man. My head isn't particularly big, nor is my throat particularly long or thick.... in fact, as a teenager, I was consistently mistaken for a girl. Yet, I've always been able to swallow cock.

Thing is, if it's a male/female comparison? I know very -few- men who don't enjoy giving head, whether able to take it deep or not. On the other side of he coin? Damned near ALL the women I know would rather not.

There is that too, of course. Men naturally enjoy giving head (if they are into same sex relationships and sex) as they know what pleasure it gives to be on the receiving end. Women might shy away from too much manhood, and maybe even some mishandling by their menfolk.
