There would be little difference in selective free movement and stopping financial aid. If there were no financial aid then the freeloaders would stop coming and that brings us back to what I said before, that only those with qualifications who could find work and make a financial contribution to society or those with sufficient financial means so that they would not be a burden on society, should be allowed access.[/I]

there is a huge difference, because some of those freeloaders won't ever qualify on paper, but they are able and willing to work, and do manage to get employed.

the process of finding a job and getting employed imposes conditions by itself already. and it's a self-managing system. those who have/find work will stay, those who don't can't stay. introducing bureaucratic measures will only make matters worse. it never quite succeeds in getting it right.
