This is expectable. And quite the "standard" in "difficult" countries.
Even in less restrictive but not quite accepting countries such as mine, the "undeground" scenario IS how you live your "gay life", even for those supposedly out, public anything is rare

I know a couple of Pakistani guys. One of them has never had sex with a girl, but has been with a few guys. He only tops and receives blowjobs, never the other way around, therefore he is not gay, so he says. The other says he believes if he doesn't masturbate (a sin) then Allah will give him wet dreams to take care of his sex life. I asked how that was working out for him. He said he still wants to jack off even after a wet dream. They both ask me lots of questions about my sex life...they are little too curious. Next time they ask, I think I will make up a sex charged story and watch them get boners.
