Never underestimate the need that drives commodity-exporting countries. The industrialized first world is always eager for them and it suits both them (and that particular government over the revenue it gets) that environmental legislation is only incipient and basic.
Furthermore now, because Brazil is "newly industrialized" or so is the term. Then you can add illegal exploitation that occurs in the Amazon basin, mostly logging.
It's the way things are for the "peripheral" world.
