Men are egotistical penis wielding bastards, who secretly admire each others bodies, as evident from Greek society and their races and the way in which men admired the male figure and form.
Also Women are viewed more sexually and so in an effort for men to "control urges", its seen as indecent to be so sexually free, because to a man, that's indicative of a slut or whore. Which is double standards, but hey.
Here were conservative in regards to public exhibitionism for either sex apart from the beach, where women still have to cover up their tops, even though we are probably more sexual than America/Europe culturally speaking.
But it's mainly a form of respect here. Even men can't walk around without at least an under shirt on.
Its all just societies perception of what is deemed appropriate based on ideals set by the old ways of the church and an attempt of elevation from the base Animality of our nature.
