The Third Gender on Government agency forms..?

This afternoon my boss passed me a form from a Government agency to fill in, after filling it in I signed it, on doing so I noticed the question about my gender, Male, female or transgendered...! Is this a new thing or has anyone else seen forms with a third gender before?

It's new, first saw it on news feeds about 2-3 days ago. You have to meet certain requirements in order to check that box though, some weird clause about surgical changes compared to birth defects... I don't remember.
