Can't seem to "pull it back" when erect..

I've read that if it isn't phimosis, which would need treatment, it can be stretched to a certain extent... You might help the process by using lube too. Try stretching it gently while you are flaccid, rather than erect, as that would probably cause pain.

The funny story of my brother is that when he was born in New York State, the doctor wanted to perform a perfunctory circumcision on him, as we were in the US. My mother adamantly refused, not part of our traditions. Later, as an adult, he had to have a circumcision, poor guy. It was much more of a deal as an adult, of course, but he underwent it with proper treatment. However, maybe that operation is not necessary if things loosen a bit. Follow BlokeinSussex's advice which seems sound.

It's also worth noting that with phimosis what is known as a triple incision surgery can be performed which in effect loosens off the phimotic ridged band, removing little to no tissue in order to retain all the sensitive skin that the foreskin contains leaving the patient intact and retractable.

I agree that it would probably be best to work this out without needing surgery, but if it bothers you a lot circumcision will probably solve the problem.
