Granted, The Powers That Be decide to open pit mine all the coal seams and build 1 million coal power plants, further they decide trees are an obnoxious barrier to wider views and demand all forests clear cut. All smog regulations on cars are over turned and a mandatory 1 car per person law is passed.

Through all of these actions, Global Warming is sped up and instead of having the icecaps melt in 150 years, they all melt in 25 years, flooding the coasts.
