If the NHS could help then they wouldn't offer the following advice which you can read here.
Let me quote some stuff from there for you.

I see nothing about the NHS offering this stuff for £150, please note the charges for any NHS treatments on this page and see that there is no mention of "Penis Enlargement Cream" on there of any kind.
