Wouldn't large fans and getting naked in the pubs be more practical than chilling the cider? We have signs here announcing alcohol on or off the premises, so you could do something similar announcing knickers on or off inside the pub.
Personally I like a proper European beer like Carlsberg or Stella Artois. In my personal experience where I have a drink, its cool but not cold. I ain't a big fan of cider and i agree with you on the American beer. It does taste like water and I wont have it. I like a proper beer like a pilsner or something similar. Something that has a lovely flavour so I can enjoy the beer.
