I'd say you're pretty well on the right track as to what it means, as it can mean a lot of things or describe a number of problems.

For instance, this girl I knew from high school like to date older men, in fact when she was in high school she had a thing for the school resource officer (that is a sheriff's deputy who works at the school). There were rumors about other things which I won't speculate. At any rate you could say she has "daddy issues"

The thing is that the issues manifest in a lot of ways, say a father who is inattentive to their kids might develop some sort of complex, maybe a people pleaser or whatever. In other cases the issues manifest in a sexual way where the person is attracted to people who might look or act like their father.

In a way I think we are more inclined to seek out people who might be similar to our parents in some cases, perhaps even subconsciously.
