The Vltava River flows through almost the whole country - from the south to Prague and then to the north were it joins the big Labe River - that's why the towns up there will have more water. The Labe then flows to Germany.
I suspect the Germans now negotiate with our government, because there are seven dams on the Vltava - all of them full and expecting more rain - but the opening of the outlets would also affect the towns in Germany.

Bavaria in Germany is said to be affected even worse. I know it can't be compared to New Orleans or other nature disasters that happened in the US, but for some towns, it's the third big flood in just 11 years. It's frustrating
