If we just ignore the "what-ifs" of his personality and potential creepiness, I'm still not sure it's a good idea. If you just misjudged his actions and responded accordingly, wouldn't that get pretty severe consequences? If you want to do something with him you might want to be very subtle about it. If he picks up on it he might take the first step and if he doesn't he'll just ignore it and nothing bad happens? Something to gain, nothing to lose rather than something to gain, something to lose.
