Yeah I'm not sure about this, but I find that it tends to be a South Asian English thing. All the employees who work at this Indian restaurant I know call people that, I guess it must be another way of saying 'sir' in a less formal way in Indian English.

I always hear it pronounced "Feb-yoo-air-ee." Folks tend to give up on that silly first R. I remember when I was a kid there was a brief period where I made a point to pronounce it "feb-ROO-air-ee" to draw attention to this terrible linguistic calamity. I stopped when I realized I it only made me sound like a silly little twit.
