Lake Superior is much colder than Lake Michigan and the only beach in Duluth is very, very crowded.

However, there is only 1 place to surf in Duluth. And Chicago has a much bigger surfing scene.

The Great Lakes (Lake Michigan, Lake Superior, Lake Huron, Lake Erie, Lake Ontario) are big enough that they have waves that are big enough to surf. They are massive lakes.
